This issue look like you have do with the permissions in Windows, so I would like to suggest you to try to booting up into Safe Mode with Networking and after that run the Setup / Installer, to run your system in Safe Mode with Networking you need to go through this steps: first shutdown your system and after that restart, once BIOS has finished loading, start tapping F8 key from keyboard and while doing this you will get the Advanced startup options and under that select the Safe Mode with Networking by using keyboard arrow key and after that hit enter key. Now once you start the system in Safe Mode with Networking and after that try to install game…

Was your system restored back to a point before you had ever installed the Diablo III Beta, if not then I think your game missed game files and so therefore you should remove the all game files and then install again. Along with this I would also suggest you to go through the below steps in your web browser. If you’re using internet explorer then go through this steps: open internet explorer and after that make click on the tools and then select the internet options. Now on the internet options go to the connection tab and under that make click on the ok button if you’re not using proxy server, if you’re using proxy server then I would like to suggest you to set default connection and then try to install the game again.

I also think you’re getting this issue due to some permission and so therefore I would like to suggest you to go through the below steps on your system and then let me know:
Go to the below location on your system:
Quote:
%ProgramData%\Blizzard Entertainment\Battle.net\Cache\cache.db
Now here delete the all cache file and cache folder from above location.
Now modify the %ProgramData%\Blizzard Entertainment folder writable by all users. Once you done and after that save the setting and then install game without using Run as an Administrator option, this has been helped me to solve mine issue.

Hello thanks for the replies but when I tried above solution I didn’t got the any folder related to the %ProgramData%\Blizzard Entertainment and I have searched for this file on system but I can’t find. So can give proper steps to remove and modify %ProgramData%\Blizzard Entertainment folders. Thanks in advance..

I think your %ProgramData%\Blizzard Entertainment folders are hidden and so therefore you’re not able to view. So I would like to suggest you to go through the below steps to view these folders:
Go to the start and after that make click on the control panel. Now on the control panel go to the 'Folder Options' and after that make click on the view tab. Now on the view tab go to the 'Hidden files and folders' option and here make sure your this set to Show hidden files, folders, and drives. Now once you done just save the setting and then your able to see %ProgramData%\Blizzard Entertainment folder.
