There are no tools. NS7.1 is too new to be recognized, but as DJGM pointed out, you would have to go through some steps. Is it worth it, and sacrifice security? It is up to you.
NS7.1 to NS4.x to Outlook Express to Outlook. It is not so simple, but it can be done. I strongly suggest that you do not give up NS7.1, and go, exclusively to Outlook.

Hi,
Before importing into Outlook Express, Netscape 7.x local mail folders must first be converted to Netscape 4.x .
Use Windows Explorer to locate the local mail folders for Netscape 7.x.
Note: Windows Explorer must be set to view hidden files before you will be able to see the Netscape 7.x profile. On a Windows XP system, follow these steps:
Click Start | All Programs | Accessories | Windows Explorer.
Click the Folder icon (with the red check mark) in the menu bar at the top of the screen.
Click the View tab.
Under the Hidden files and folders section of the dialog box, click the radio button in front of Show hidden files and folders.
Click OK.
Depending on the operating system on your computer, the local mail folders should be in one of the following locations:
Windows 98 Computer
C:\WINDOWS\Application\Data\Mozilla\Profiles\profile_name\*.slt\Mail\Local Folders
Windows 2000/XP Computer
C:\Documents and Settings\user_name\Application Data\Mozilla\Profiles\profile_name\*.slt\Mail\Local Folders.
Copy all files that do not have a *.msf extension to the Netscape 4.x local mail folder location:
C:\Program\Files\Netscape\Users\profile_name\Mail
Open Netscape 4.x Messenger, and open the local mail. This will cause the indexing files (*.snm files) for the transferred local mail folders to be created. The local mail can now be imported to Outlook Express.
Close Netscape 4.x, and proceed with directions to transfer Netscape 4.x local mail folders to Outlook Express.
